Amex inconsisitent reward category (department store) - Amex blue cash

I had a online transaction with Bloomingdale's, which according to the Amex website should count as a reward category (department store), but it did not. I talked with Amex online customer service, but the answer was "They have not updated their business type as departmental store" and "the merchant needs to update their business type correctly by contacting our merchant department." However, one can reasonably expect that Amex is also responsible to keep what is advertised and the actual policy consistent. My transaction was a small amount, but the credibility of Amex is a bigger issue, I would like to know if I can trust what Amex is saying on its own official channels with my future purchases, and I can imagine other customers would appreciate that too.

And here is what Amex says about dempartment store category:

https://www.americanexpress.com/us/content/rewards-info/retail.html
"- How do I earn additional rewards on department store purchases? To earn additional rewards, purchases must be made at department stores included on our list of %u201Cselect major department stores%u201D that accept the Card and are located in the United States. The department stores must have these specific names: Bealls, Belk, Bloomingdale%u2019s, Bon Ton Stores, Boscov's, Century 21 Department Stores, Dillard%u2019s, J.C. Penney (JCP), Kohl's, Lord & Taylor, Macy's, Neiman Marcus, Nordstrom, Saks Fifth Avenue, Sears, and Stein Mart. Eligible purchases include those made in store and online."
